Main Responsiblities

As the Database Officer for the Landmine Impact Survey in Afghanistan, Luan supervises and monitors data collection, assessing and ensuring quality control. In addition, Luan coordinates with local UN and Mine Action centers regarding data sharing, and with SAC HQ and GICHD regarding the Information Management System for Mine Action (IMSMA).

Background

Luan began his career working as an IT Specialist for the National Health Insurance Institute in Tirana, Albania. In this position he served as the database system administrator and maintained all of the computers, printers, and electronic equipment at the company head quarters. After almost a year in this position he transitioned into Director of the IT and Statistics Department with the same institution. He supervised staff from both departments and planned, coordinated, and implemented programs for the health insurance information system. One of his major accomplishments was planning and implementing the computerization of 25 local branches. After a year as Director he became Chief of the same department, but only spent a few months in that position.

He made a career move to the field of mine action and began working with the UNDP in Albania as the IT/IMSMA Officer, or the Albanian Mine Action Executive. In this position he supervised and trained staff regarding IMSMA and GIS issues, as well as developed a work plan and annual budget for the program. He also assisted the Director of the program in building capacity amongst all mine action personnel working with IMSMA. One of his major accomplishments was setting up the GIS and IMSMA database systems for all of Albania.

Education/Other

Luan received a degree in Information Technology and Computing from Tirana University in Albania in 2000. He also completed the training for IMSMA in Geneva in June of 2002.
He speaks fluent English and French and has a working knowledge of Italian.
