The United
Nations (UN) requested that a Landmine
Impact Survey (LIS) be conducted and, by
invitation of national authorities, the
Survey Action Center (SAC) carried out an
Advance Survey Mission (ASM) in collaboration
with the Norwegian People's Aid (NPA)
in November 2001 to assess the needs of
an impact survey in Ethiopia. The SAC has
sub-contracted the NPA to work with the Ethiopian Mine Action
Office (EMAO) to execute the LIS.
This survey is being funded by the governments
of Norway, the Netherlands, Germany, the
US
Department of State (USDOS), and the
European
Union (EU).
The memorandum of understanding (MoU)
between EMAO, SAC, and NPA was signed in
July 2002. EMAO and NPA began a rapid appraisal
for expert opinion collection on October
15th. Senior staff training by the
SAC team of Saeed Ahmad and Tom Haythornthwaite
was conducted October 28th through November
18th including three days of pre-testing
of the survey instruments.
The UN Quality Assurance Monitor,
Damien Vallette d’Osia, arrived November
15th. Discussions have been held on recruitment
and training of the survey supervisory staff,
the LIS questionaire, the North Wollo pre-tests,
plans for implementing the LIS among nomadic
pastoralists and internally displaced people
(IDP), and various other subjects.
Three field offices have been established
for the implementation of the LIS: (1) in
Mekele of the Tigray region, (2) in Dire
Dawa of the Somali region, and (3) in Awasa
of the south region. Interviewer recruitment
and training was conducted in each
of these field offices in a sequential manner.
Data collection began in May 2003 and was completed in January 2004. The
final report is under review and should be published by the end of the year.
